Transportation Planner

THE POSITION
Hennepin County Public Works is seeking a Transportation Planner to join the Capital Programming Team. This team is responsible for developing the Capital Improvement Program (CIP) under the supervision of the County Engineer. This position will play a critical role in shaping the future of Hennepin County’s transportation system based on the county’s established vision, goals, and modal hierarchy. These resources serve as the framework for promoting an accessible, safe, and resilient transportation system for people walking, using transit, biking, and driving, as outlined in various county plans, including the recently completed Climate Action Plan.

Location and hours: 
This position is currently remote due to COVID-19. In the future, the position may be designated as a hybrid location position, working a combination of remote and onsite, depending on the department’s needs. If on site, this position will be located at either the Public Works Facility, at 1600 Prairie Drive, Medina, MN 55340 or the Hennepin County Government Center at 300 South 6th Street, MN 55487 and can be discussed further during the time of hire. Typical work hours will be Monday through Friday, 8 a.m. – 4:30 p.m. There is no public transportation to the Public Works Facility.

About the position type:
This is a full-time benefit earning position.

Starting September 1, 2021, all new job offers are conditional based on the candidate being fully vaccinated for COVID-19. “Fully vaccinated” means 14 days after receiving the second dose in a two-dose vaccination series approved by the U.S. Food and Drug Administration (FDA) on a full or emergency-use basis, or 14 days after receiving a single-dose vaccine approved by the FDA on a full or emergency-use basis. After a conditional job offer is made, the candidate must show proof of full vaccination prior to their start date. A COVID-19 vaccination card from the Center for Disease Control and Prevention (CDC), a vaccination record from your doctor’s office or a personal digital vaccination record constitutes sufficient “proof.” The candidate must also attest they are vaccinated by completing a form on the first day of employment. Reasonable accommodations to this vaccination requirement will be considered upon request by a candidate for medical or religious reasons as required by applicable law. 
 
In this position, you will:
  • Perform scoping activities for road and bridge capital projects including the development of typical sections, concepts, and cost estimates.
  • Assist with various CIP activities, including project prioritization, capital budget book development, and external funding applications.
  • Incorporate goals identified in current county plans, priorities, and programs (such as reducing disparities, climate action, complete streets, and toward zero deaths).
  • Track supplemental data as part of capital projects to promote sound asset management.
  • Manage key data and develop dynamic visualizations of the capital improvement program, including GIS mapping and Microsoft PowerBI reporting to improve information sharing.
  • Assist with various activities related to state aid as required by the state’s Highway User Tax Distribution Fund (HUTDF).
  • Support the Intergovernmental Relations team by creating one-pagers to describe legislative priorities in transportation.
Need to have:
  • One of the following:
  • Bachelor's degree or higher in business administration, public administration, research methods, statistics, behavioral/social science, public health, computer science/MIS or management science, urban/city planning, or a field appropriate to the area of specialization.
  • Bachelor's degree or higher in any field and a minimum of two courses in research methods, analysis, statistics, project management, planning, or evaluation and one year or more of relevant planning analyst.
  • A valid driver's license and the ability to obtain a Hennepin County driver's permit.

Nice to have:
  • Background and understanding of transportation planning and best practices related to planning, design principles, operation, and maintenance policies.
  • Strong organizational abilities and attention to detail to assist with file organization, tracking, and reporting statistics using Microsoft Excel and/or Microsoft PowerBI. 
  • Ability to create illustrations using ArcGIS (ArcMap, ArcGIS Pro, ArcGIS Online, and ArcGIS Collector) and/or Adobe Acrobat software to communicate project information.
  • Experience: 
  • Developing project concepts using software such as Concept Station or Remix.
  • Communicating technical project information to various stakeholders.
  • Working with Microsoft Suite of tools like Excel, PowerPoint and Word. 
  • Meeting deadlines within a dynamic team environment.
