IT Procurement Officer

Hiring Salary Range: $5,200 - $6,200/month; depending on experience.

Our knowledgeable, passionate and high-performing team provides comprehensive purchasing services for the State of North Dakota. This includes working with over 60 state agencies to promote procurement best practices, conduct procurements, negotiate and administer statewide contracts, and provide procurement training and mentorship.

Summary of Work

This integral role will serve as a trusted advisor and a welcomed presence on project teams, managing the procurement processes for complex purchases including information technology as well as goods and services. 

This position will perform a variety of duties including:
  • Serve as a Procurement Officer for acquisition of complex purchases including IT hardware, software, and services and enterprise projects that have a significant impact on government operations.
  • Manage procurement-related projects, programs, and systems that have a major impact on State Procurement operations, including eProcurement solutions.
  • Engage internal and external stakeholders to develop procurement strategies, write solicitation documents and facilitate evaluations to determine solutions that deliver the best value for the State, and provide contract administration to ensure objectives are met.
  • Research and develop new state contracts and cooperative purchasing opportunities to identify potential savings, including market research, data analytics, and customer needs assessment.
  • Provide procurement assistance and mentorship to state agencies and vendors.
  • Provide outreach to state agencies, institutions, and vendors, including writing articles, conducting meetings, coordinating conferences, and delivering training related to state procurement practices, contracts, programs, and systems. 
  • Additional duties as assigned.

Most engagements are virtual/teleconference and very little travel is required.




Minimum Qualifications

  • Bachelor’s degree in Operations and Supply Chain/Logistics Management, Accounting, Business Administration, English/Communications, Information Technology, Paralegal Studies, Pre-law, or related field; and 
  • Three years of IT procurement work experience and/or IT business analysis/project management work experience; and 
  • Broad understanding of IT hardware, software, and services. 

If unable to find qualified applicants, will consider an alternate classification as an IT Procurement Officer I, which requires a bachelor’s degree in Operations and Supply Chain/Logistics Management, Accounting, Business Administration, English/Communications, Information Technology, Paralegal Studies, Pre-law or related field and one year of IT procurement work experience or IT business analysis/project management work experience.

Work at this level involves less complex procurement contracts and assisting with systems or programs. Hiring Salary Range: $4,200 - $5,900/month

  • Excellent written communication skills.
  • Superior quantitative and qualitative analytical skills.
  • Strong technical skills with Microsoft Office Suite.
