Procurement Officer

Hiring Salary Range: $4,200 - $5,900/month; depending on experience.

Our knowledgeable, passionate and high-performing team provides comprehensive purchasing services for the State of North Dakota. This includes working with over 60 state agencies to promote procurement best practices, conduct procurements, negotiate and administer statewide contracts, and provide procurement training and mentorship.

Summary of Work

The successful candidate will learn multiple procurement techniques and work with a mix of internal and external stakeholders. This includes work from the initial stages of planning the procurement, solicitation of bids and proposals, contract preparation, negotiation, and contract management.

This position will perform a variety of duties including:
  • Develop procurement strategies for a variety of goods, services, and information technology.
  • Develop and administer large, complex statewide contracts.
  • Research potential state contracts and cooperative purchasing opportunities, including market research and customer needs assessment to develop new contracts.
  • Provide procurement assistance and mentorship to state agencies and vendors.
  • Assist in procurement-related special projects and programs.
  • Assist in outreach to state agencies, institutions, and vendors, including training, writing articles and making presentations.
  • Assist in negotiation and administration of newspaper legal notice rates.
  • Additional duties as assigned.

Most meetings are virtual/teleconference and very little travel is required.

Minimum Qualifications

Bachelor’s degree in Operations and Supply Chain Management/Logistics Management; or

Bachelor’s degree in Accounting, Business Administration, English/Communications, Information Technology, Paralegal Studies, Pre-law, or related field and one year of work experience in purchasing, contracting, logistics, supply chain, business management/operations, law or related area.


Preferred Qualifications

  • Excellent written and verbal communication skills.
  • Strong consultation skills and analytical skills to develop procurement strategies.
  • Skilled in collecting, analyzing and organizing data.
  • Ability to set priorities and complete work assignments accurately.
  • Strong technical skills with Microsoft Office Suite.
  • Prior work experience and/or education in procurement, contracting, and supply chain management.
