Human Services Manager - Mental Health & Recovery Services

The purpose of the Human Services Manager - MHRS is to provide administrative, quality, and clinical oversight for all Mental Health and Recovery Services (MHRS) programs for the Sauk County Department of Human Services.

Essential Duties

  • Interview, train, monitor, evaluate, promote, discipline unit employees, and approve absences and leave time.
  • Ensure funding, service, audit, and reporting obligations per state statutes and grant requirements. Have primary responsibility for program compliance with DHS 75 (Community Substance Abuse Service Standards), DHS 34 (Emergency Mental Health Service Programs) and DHS 62 (Assessment of Drivers with Alcohol or Controlled Substance Problems).
  • Assist Director and BAS Manager in developing the unit annual budget. 
  • Train and prepare staff regarding their roles and responsibilities, state and federal statutes and programs, credentialing and licensing, billing responsibilities, documentation standards, confidentiality, and privacy rules regarding mental health and substance abuse records.
  • Monitor schedules, case assignments and caseloads, case disposition and case closures. Oversee unit programs, staff documentation, and initiatives for quality, effectiveness, and regulatory compliance.
  • Provide group and individual supervision to practitioners providing mental health, substance use, intake, and crisis intervention services. Consult with staff in emergency/crisis situations.
  • Screen mental health and substance use referrals. Assess for appropriate level of care and referral to services. Monitor consumers’ progress in county authorized or funded treatment and assist with discharge/aftercare planning.
  • Provide oversight and support to medical staff in conjunction with Integrated Services Program Manager. Serve in a clinical advisory capacity to Adult Treatment Court and other Justice, Diversion and Support (JDS) programs as needed. 
  • Develop and oversee contracts for the unit as indicated. In addition, evaluate and implement new services and grant and funding opportunities.
  • Collaborate, consult, and develop or maintain essential partnerships with local and State stakeholders to ensure delivery of high-quality mental health and substance use services. 
  • Develop and update unit policies and procedures.
  • Receive and mediate client complaints and grievances.
  • Monitor and approve release of confidential information.
  • Participate in ongoing training and development.
  • Provide direct outpatient behavioral health services, as needed.
  • And other duties as assigned.

Required Working Hours

Standard working hours are Monday through Friday, 8:00 am until 4:30 pm. Please note these hours are subject to change and additional hours may be needed or required. Compensation for additional hours beyond normal working hours are subject to applicable state and federal regulations.

 

Minimum Training and Education

 

Required: 

Master’s degree in Social Work, Counseling, Psychology, or another related field

5 years post-licensure experience

Licenses/Certifications: 

Licensed as a Psychologist, Clinical Social Worker, Marriage and Family Therapist, or Professional Counselor

  Preferred: 

  2 years of supervisory experience, Independent Clinical Supervisor Credential 

 

Any combination of education and experience that provides equivalent knowledge, skills and abilities may be considered.
