Substance Abuse/Mental Health Clinical Director

Key Responsibilities

• Clinical Supervision: Oversee all outpatient therapy, intensive outpatient programs (IOP), and case management staff. Provide regular clinical supervision toward independent licensure for provisionally licensed staff (e.g., LMSW, LMHC-t) adhering to Iowa DIAL supervisory criteria. 
• Regulatory Compliance: Ensure compliance with the Iowa Administrative Code (IAC) rules for outpatient substance use disorder programs and mental health clinics. 
• Program Oversight: Maintain strict execution of ASAM (American Society of Addiction Medicine) criteria for outpatient placement levels. Direct specialized interventions for co-occurring mental health and substance use disorders. 
• Quality Assurance: Lead clinical utilization reviews, monitor Electronic Health Record (EHR) documentation accuracy, and guarantee audit-readiness for state licensing reviews, Managed Care Organizations (MCOs), and Iowa Medicaid enrollment structures.
• Community & Referral Liaison: Foster professional relationships with local Iowa courts, healthcare providers, and community resource groups to manage outpatient intake pipelines.

Qualifications & Requirements

• Education: Master’s or Doctoral degree in Social Work, Counseling, Psychology, or a closely related behavioral health discipline.
• Iowa Licensure: Must hold a current, active independent license in the State of Iowa as one of the following:
  • Licensed Independent Social Worker (LISW)
  • Licensed Mental Health Counselor (LMHC)
  • Licensed Marital and Family Therapist (LMFT)
  • Licensed Psychologist 
• Experience: Minimum of 5 years of post-licensure clinical experience in behavioral health. At least 2–3 years of direct supervisor experience in an outpatient treatment facility.
• Preferred Certifications: Certified Advanced Alcohol and Drug Counselor (CAADC) or equivalent recognized by the Iowa Board of Certification (IBC) is highly preferred.
• Competencies: Deep familiarity with DSM-5-TR, ASAM patient placement criteria, and HIPAA/42 CFR Part 2 confidentiality rules governing addiction treatment data.
