Eligibility Section Manager

Under administrative direction, incumbents in this class provide mid-level management functions in an operating department with responsibility for a section, program or defined functional area and may assume responsibility for one or more section(s), operational area(s), or operationally related services.

This position makes decisions, which deviate from routine processes, new technology, and/or additional resources, that impact the units'/sections' daily operations and implementation of established procedures and policies and solve problems requiring analyses of issues. These managers typically contact and/or establish working relationships with others at similar levels within the organization.

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list; may include additional duties as assigned.

• Manages CalFresh and Medi-Cal programs, operational activities, and projects
• Provides management support to Service Center functions such as Face-to-Face, Service Counter, and the Inbound/Outbound phones including supervision, decision making, and planning
• Manages and evaluates the units providing application processing and ongoing case maintenance
• Develops outcome measures and ensure goals are met
• Coordinates and participates in program activities and meetings with internal divisions and outside agencies, Community Base Organizations, to enhance service delivery to customers
• Works closely with staff and management of other programs in the department and outside agencies to implement and support departmental goals
• Supervises, trains, and evaluates the activities of staff and assists and supports supervisory staff, when needed
• Monitors and evaluates staff performance to determine appropriate decisions made in eligibility determination in accordance with federal, state, and local laws
• Directs and coordinates the activities of staff assigned to special projects to ensure required deadlines are met
• Applies departmental and city policies and procedures to correct work related performance issues
• Evaluates procedures, identifies and analyzes problems and issues, and assists in developing and implementing operational policies to ensure efficient operation of the program
• Reviews and interprets administrative letters, memos, and Medi-Cal Eligibility Division Information Letter (MEDILs) from the state on program regulations
• Responds to inquiries from clients, advocates, clinics/hospitals, institutions, and community organizations
• Performs related duties and responsibilities as assigned

Possession of a baccalaureate degree from an accredited college or university; AND

Four (4) years of full-time professional experience analyzing programs that determine eligibility for public assistance in a public or private social service agency or organization.

Qualifying experience(s) must be equivalent to one (1) or more of the following City and County of San Francisco's classifications:

• 2917 Program Support Analyst
• 2913 Program Specialist
• 2909 Hospital Eligibility Supervisor
• 2907 Eligibility Worker Supervisor

A bachelor's degree may be substituted with experience on a year-by-year basis (2000 hours is equivalent to one year of experience)

• Supervisory experience working with professional-level employees
