HIV Partner Services Coordinator

Introduction

The Department of Health Services (DHS), Division of Public Health (DPH) is recruiting for a human immunodeficiency virus (HIV) Partner Services Coordinator in the Bureau of Communicable Diseases (BCD).  

DPH works with our local and Tribal public health partners, and community groups statewide, on a wide variety of programs and services that protect the health of Wisconsin residents. 

This position offers the option to work remotely up to 5 days per week and will be headquartered at one of the DPH central or regional offices. You must have access to both a private workspace and high-speed internet if working remotely. A greater in-office presence may be required periodically for meetings, events, training, onboarding, or other operational needs.

Position Summary

As the HIV Partner Services Coordinator, you will be independently responsible for managing an integrated, statewide system of disease investigation specialists (DIS) and public health nurses who provide health education, HIV testing and service referrals (collectively known as “HIV Partner Services” or “HIV PS”) to people newly-diagnosed with HIV, their sexual partners and other persons identified as being at increased risk for HIV exposure due to sexual contact or needle sharing with persons living with HIV (a.k.a. people living with HIV or PLWH). 

Responsibilities include:

• Developing and maintaining up to date protocols for HIV PS delivery, integrating strategies from Data to Care (D2C), coordinating and delivering training and technical assistance to HIV PS providers, and participating in the monitoring and evaluation of PS programing, including performing data analysis to identify and document trends in social clustering of HIV transmission. 
• Serving as a vital linkage in the provision of integrated services for Wisconsin residents at risk for infection of HIV and other communicable diseases. 
• Conducting epidemiological interviews and subsequent investigation of reported HIV infections.
• Preparing data and progress reports for the US Centers for Disease Control and Prevention (CDC) and the Health Services Resource Administration (HRSA).
• Ensuring the proper maintenance of records associated with HIV PS activities in Wisconsin.

Salary Information

The starting pay is between $36.50 to $39.00 per hour (approximately between $75,900 and $81,100 per year) depending on qualifications, plus excellent benefits. A 12-month probationary period will be required.  

Pay for current or former employees is set based on the rules that apply to compensation for the applicable transaction. This position is classified as a Public Health Educator – Advanced and is in pay schedule and range 11/03.

Job Details

All applicants who may be appointed to this position will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.

For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.

Mileage reimbursement to the employee’s headquarter location is not provided. Remote work flexibility will be discussed in more detail during the interview process.

Qualifications

Minimally qualified applicants will have all of the following:

• Experience developing and coordinating public health policy and systems in the areas of HIV and sexually transmitted infections (STIs) (e.g., testing, contact-tracing, case reporting of HIV and STIs, etc.).
• Experience using the Wisconsin Electronic Disease Surveillance System (WEDSS) or similar database and working with and managing HIPAA and confidential data in compliance with policy and procedures.
• Experience developing training programs for healthcare workers or providing consultation, technical assistance or training to internal or external partners.
• Experience with project management (e.g., developing and monitoring progress on implementation of SMART objectives, conducting and documenting quality assurance and quality improvement projects, developing, conducting needs assessments and evaluating public health programs, etc.).

Well-qualified applicants will also have one or more of the following:

• Experience working with public health systems related to HIV in Wisconsin (e.g., prevention programs, STI/HCV/TB programs, Linkage to Care, Ryan White programming, etc.).
• Experience delivering HIV prevention principles and strategies to populations at high risk for infection (i.e., men who have sex with men, persons who inject drugs, sexual or drug injection use, partners of person living with HIV, etc.). 
• Experience collecting and analyzing data on public health programs and generating summary reports.
