Nurse Surveyor Training Supervisor

The California Department of Public Health is seeking to fill the position of Nurse Surveyor Training Supervisor for the Center for Health Care Quality (CHCQ). 

About the Center for Health Care Quality (CHCQ):

The Center for Health Care Quality ​is the largest center in CDPH, with over 1,500 employees in 17 District Offices across all 58 California counties. CHCQ also supervises over 300 Los Angeles (LA) County enforcement agents. The Center is responsible for regulatory oversight of licensed health care facilities and health care professionals to ensure safe, effective, and quality health care. CHCQ fulfills this role by conducting periodic inspections and complaint investigations of health care facilities to oversee compliance with federal and state laws and regulations.

CHCQ licenses and certifies over 14,000 health care facilities and agencies in California in 30 different licensure and certification categories. In addition, CHCQ oversees the certification of nursing assistants, home health aides, hemodialysis technicians, and the licensing of nursing home administrators.

Beyond the regulatory role of CHCQ, the Center also serves California with public policy and prevention activities. In this capacity, CHCQ writes Title 22 and other health care facility regulations, serves as technical assistance for policy and legislation, and has a robust Emergency Preparedness & Disaster Response Office. In addition, the Healthcare-Associated Infection (HAI) Program has teams who partner with local public health agencies in reducing HAIs at the local level and assist in emergency disasters throughout the state.

About the Role:

In this role, you will be providing the first level of supervision and training to field staff Nurse Surveyors (NS) responsible for surveying health care facilities and enforcing licensing and certification standards in accordance with State, Federal, and local laws and regulations. The Nurse Surveyor Supervisor I (Tr) reviews all reports, surveys and correspondence prepared by field staff, and State Fire Marshalls. This person communicates with the public and health facility operators/administrators on policy, procedures and regulatory interpretations. The NSS I (Tr) is responsible for working together with all the Program personnel to ensure quality work and performance, to achieve established goals and objectives and fulfill the mission of the Department. Up to 25% travel is required.

 

Special Requirements:

Possession a valid California Registered Nursing (RN) license. 

Responsibilities:

  • Supervises in the field and office setting by participating in the hiring, orienting, training, evaluation, counseling, and carrying out corrective action processes. Establishes and monitors individual performance goals for field personnel. Ensures staff is kept current in all program areas of responsibilities and acts as a resource person to assigned staff. 
  • Provides direct supervision to all newly hired NSs. Establishes schedules and monitors the participation of newly hired NSs in Staff Education and Quality Improvement Section (SEQIS) sponsored New Surveyor Academies. Tracks, monitors, and schedules field surveys for newly hired NSs and mentors new NSs to ensure they acquire the skills to be competent in the survey process. Establishes and monitors individual performance goals for newly hired NSs to meet the requirement of successfully passing the Surveyor Minimum Qualifications Test (SMQT). Ensures all NSs are kept current on regulatory updates, act as a resource person, and provide refresher training on an ongoing basis.
  • Consults and provides direction to NSs in the investigatory, decision-making, and report writing processes of assigned field personnel. Monitors and evaluates work products, including surveys, citations, complaints, and field visit reports. Oversees and coordinates enforcement actions, including the citation process, adverse actions, and consulting and working with the Office of the Attorney General and Office of Legal Services in the preparation, presentation, and defense of legal actions.
  • Provides training, education, and direction to staff to keep current on licensing and certification activities. Attends all face-to-face Training Supervisor meetings hosted by SEQIS and actively participates in the agenda provided by SEQIS. Updates the District Manager and District Administrators (DM and DAs) with items of interest regarding policy, procedure, and regulatory changes. Under the direction of the DM and DAs, participates in the DO management team activities.
  • Ensures that all assigned health facilities/entities are properly licensed and certified in accordance with Federal and State laws, regulations, and department policy.
  • Maintains a positive public relations environment by establishing professional and community contacts that encompass educational programs, and ongoing communication with providers. Assumes District Office responsibilities (i.e. field calls from HQ, complainants, providers and sign outgoing letters), when assigned, in the absence of the District Manager/Administrator.
  • Performs other work-related duties as assigned.
