Would you like to be part of a management team with a mission to improve the health of Idahoans within the Division of Behavioral Health? The Division of Behavioral Health has an exciting opportunity for a Management Assistant to perform a variety of administrative duties to enable management to function more efficiently. This Management Assistant will be an active participant in the Division's executive leadership team, participating in management decisions.

This position is located in Boise and will require work in the physical office located on State Street. Candidates may have an opportunity for hybrid telework.

The position requires the ability to work independently and to multi-task while maintaining priority deadlines in a dynamic work environment. This position will supervise the Behavioral Health Administrative team's support staff as well as train and provide guidance to the statewide administrative support team and oversee the implementation of consistent administrative support services across bureaus.

High level public relations and interpersonal skills are essential to respond to inquiries received from the public and the Legislature, as well as personnel actions which may be of a confidential or sensitive nature. The successful candidate will be expected to communicate and interact with staff, agency leadership, business partners and vendors. Duties include performing work as the division's liaison, scheduling meetings and keeping detailed minutes, position management, budget reconciliations and projects as assigned.

 

This position may be eligible for limited telework after successful completion of probation and necessary training. Approval to telecommute is not guaranteed and subject to termination at any time.

EXAMPLE OF DUTIES:

 

  • Provide direct support for the Division Administrator and Deputy Administrator and maintain a high level of confidentiality
  • Work with the Director's office and Division Records Custodian to manage, maintain, and ensure timely response to the Department's public records request system and processes. Includes training designated division staff in the requirements related to public records request responses, and working directly with the Department's Attorneys General
  • Respond to sensitive and controversial issues that require a high level of public relations and interpersonal skills
  • Perform work as the division's Human Resources Liaison
  • Review and approve position fill requests, position actions, and pay requests, and ensure processes are complete for the administrator final approval
  • Manage budgets and appropriation of positions
  • Develop a variety of internal and external communication including letters, memos, and emails. Proof professional documents, letters, state plans, agreements, etc. for accuracy, grammar, and spelling.
  • Supervise the Behavioral Health Administrative team's support staff as well as train and provide guidance to the statewide administrative support team, and oversee the implementation of consistent administrative support services across bureaus. Supervise the Division’s Administrative Support Team.
  • Process Pcard Expenditures of Division Staff and provide 2nd level approval for expenditures by the Division administrative team including, but not limited to, hospital administrators, bureau chiefs, managers, and various staff.
  • Assist with other program duties as assigned and manage other special projects and duties as assigned.

MINIMUM QUALIFICATIONS:

 

You must possess all the minimum qualifications below to pass the exam for this position.   • Experience interpreting and applying regulations or policies and procedures. Typically gained by at least one year of experience reviewing for compliance with laws, regulations, or policies and procedures and explaining discrepancies or explaining to others how laws, regulations, or policies apply to specific situations as a regular part of the job.
  • Experience planning, organizing, implementing, and evaluating special projects. Typically gained by experience planning, organizing, implementing and evaluating at least two special projects (special projects exist for a short duration, are outside of normal responsibilities and require significant effort and prioritizing of tasks in order to be completed within the defined time frame.) 
  • Experience independently researching, compiling, developing, and summarizing material for reports on a frequent or recurring basis. Typically gained by at least one year of experience in a work, college, or volunteer setting clearly showing how each of the four components listed was required.
  • Experience analyzing information, identifying problems, defining alternatives, and developing recommendations for management/administrators. Typically gained by at least one year of work experience that should have included dealing with staff, overtime, budget, and/or contract problems.
