Site Development Technician, Full-Time (Non-Exempt)

Rate: $21.00 starting hourly rate to $36.00 maximum hourly rate

Pay Grade: D | Starting salary based on prior experience and education.

Location: Concord Woods Nature Park, Concord Twp., OH 44077

 

Position Summary: Lake Metroparks is seeking a Site Development Technician to assist with site and park development projects under the direction of the Site Development Foreman. This position supports the installation, repair, and maintenance of access roads, parking areas, trails, picnic areas, building sites, drainage systems, ponds, wetlands, erosion control measures, and related District infrastructure.

 

POSITION REQUIREMENTS

Education and/or Experience:

  • High school diploma or equivalent preferred.
  • Prior experience operating heavy equipment and transporting heavy equipment is preferred.
  • Must possess a Class A CDL or obtain a Class A CDL within a timeframe agreed upon by management.
  • Must possess a valid driver’s license and remain insurable under the Agency’s policy.
  • Pre-employment background check is required.
  • Must be able to work outdoors in adverse weather conditions and follow an irregular schedule, including weekends and holidays, as needed.
  • Must be able to perform heavy physical labor associated with site development, construction, and maintenance activities.
  • Must be able to work independently, as part of a crew, and provide task direction on projects when assigned.
  • Must be able to operate Park District vehicles and equipment safely and in accordance with applicable policies.

 

Required Training: All Park District employees shall complete and maintain all mandatory training, which may include safety, fraud, ethics, sexual harassment, and additional job-specific training.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Follows all applicable safety procedures, reports hazards or incidents promptly, and supports a safe environment for participants, visitors, volunteers, and staff.
  • Loads, secures, and transports heavy equipment in accordance with applicable laws, regulations, and Park District procedures.
  • Operates heavy equipment to move, place, grade, compact, and finish materials for site development and maintenance projects.
  • Uses heavy equipment, small equipment, power tools, and hand tools to remove vegetation, trees, brush, debris, and other materials for park development and enhancement projects.
  • Assists with construction layout and site preparation for trails, driveways, parking areas, building sites, and other park development projects.
  • Installs, maintains, and repairs erosion and sediment control practices, drainage improvements, trails, access roads, parking areas, and related infrastructure.
  • Assists with the establishment and maintenance of developed landscape areas and wildlife habitat areas.
  • Performs daily inspections, basic repairs, and preventive maintenance on assigned vehicles, tools, and equipment.
  • Provides assistance with natural resource management projects, including storm damage response, hazardous tree removal support, and trail surface repairs, as assigned.
  • Works in adverse weather conditions and performs duties requiring sustained physical effort.
  • Performs other duties as assigned.

 

SUPERVISORY RESPONSIBILITIES

☒ This position may provide limited direction to part-time and seasonal staff.

ADDITIONAL INFORMATION

This position requires the following observable knowledge, skills, abilities, and behaviors necessary to successfully perform the essential functions of the job.

 

Knowledge:

  • Knowledge of site development, excavation, grading, trenching, drainage, material placement, compaction, erosion control, and sediment management practices.
  • Knowledge of safe heavy equipment operation, equipment transport requirements, and applicable traffic and transportation regulations.
  • Knowledge of basic equipment maintenance, inspection procedures, and safe use of tools and materials.
  • Basic knowledge of native and invasive vegetation, tree identification, and natural resource management practices is preferred.

 

Skills:

  • Skill in safely operating commercial motor vehicles, dump trucks over 26,000 pounds GVWR, trailers, and towing equipment over 10,000 pounds.
  • Skill in operating heavy equipment, power equipment, hand tools, and small machines used in site development and maintenance work.
  • Skill in reading plans, drawings, site layouts, and basic construction documents.
  • Skill in communicating professionally and working cooperatively with staff, volunteers, contractors, and the public.

 

Abilities:

  • Ability to work outdoors with limited supervision in variable weather and field conditions.
  • Ability to plan, prioritize, and complete assigned work safely and efficiently.
  • Ability to troubleshoot routine issues with machinery, vehicles, tools, and equipment.
  • Ability to perform basic maintenance on vehicles, equipment, tools, and work sites.
  • Ability to read and interpret plans, drawings, blueprints, maps, and work instructions.
  • Ability to interact with others with tact, courtesy, and professionalism.
  • Ability to identify problems, collect relevant information, and recommend or implement practical solutions.
  • Ability to work independently and as part of a crew or project team.

 

PHYSICAL DEMANDS

While performing the duties of this job, the employee is regularly required to stand, walk, sit, talk, hear, use hands and fingers to handle tools and equipment, reach with hands and arms, climb, balance, stoop, kneel, crouch, and crawl. The position requires frequent outdoor work, operation of vehicles and heavy equipment, and sustained physical labor. The employee must regularly lift, carry, push, or pull up to 50 pounds and occasionally lift, carry, push, or pull up to 75 pounds, with or without assistance. Specific vision abilities required include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus. The employee must also be able to enter and exit vehicles and equipment, walk on uneven terrain, retrieve materials from storage areas, handle tools and supplies, and complete basic written, electronic, and verbal communication tasks.

WORK ENVIRONMENT

The employee works primarily outdoors at parks, trails, construction areas, maintenance sites, and natural resource areas, with occasional indoor work in offices, shops, garages, or storage areas. Work may occur in heat, cold, rain, snow, humidity, mud, dust, and other variable field conditions. The employee may work on uneven or slippery surfaces, near moving vehicles, heavy equipment, machinery, power tools, and active work zones. Noise levels may vary from moderate to loud. The employee is required to wear appropriate personal protective equipment and District-provided uniform items as directed.

 

POTENTIAL HAZARDS

Potential hazards may include exposure to moving vehicles and equipment, traffic, uneven terrain, falling or shifting materials, excavation areas, storm-damaged trees, noise, dust, fumes, fuel, lubricants, herbicides, landscaping materials, and chemicals commonly associated with vehicle, equipment, grounds, and site maintenance activities. The employee may also encounter hazards related to power tools, chainsaws, hand tools, trailers, lifting and rigging, limited-access work areas, and adverse weather. Hazards are mitigated through training, safe work practices, required personal protective equipment, and compliance with Park District safety procedures.
