Administrative Services Supervisor

The CDPH’s Richmond Campus is a 29-acre property housing over 1,200 employees, located in Richmond’s Marina Bay and just minutes from the El Cerrito Del Norte and Richmond BART stations, with free shuttle service between the campus and the El Cerrito Del Norte BART station. Job Description and Duties
This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by providing supervision and leadership to a team of professional and nonprofessional staff.
The Supervisor I works under the general direction of the Manager II of Facilities Management Services (FMS) and is responsible for overseeing key administrative functions, including budgets, procurement, and personnel. The incumbent monitors and maintains the FMS budget and fiscal reporting systems, ensuring accuracy and compliance with departmental requirements. In addition, the incumbent supervises all personnel functions for FMS, including recruitment, hiring, and serves as a liaison to the Human Resources Division. This position performs a wide range of complex, analytical, and technical assignments essential to supporting the operations of FMS.

In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- Experience managing/overseeing budget development, forecasting, expenditure tracking, and fiscal reporting within a government or public-sector environment.
- Knowledge of California state budgeting, accounting, procurement, and personnel practices.
- Experience supervising, leading, or directing administrative, fiscal, or analytical staff in a fast-paced operational environment.
- Ability to analyze complex fiscal, personnel, and operational data to identify discrepancies, develop solutions, and implement process improvements.
- Experience collaborating with executive leadership, Human Resources, Accounting, and Budget offices on sensitive or complex administrative matters.
- Experience developing, implementing, or maintaining administrative procedures, internal controls, and workflow processes.
- Proficiency using Microsoft Office Suite, including advanced Excel skills for reporting, data analysis, and tracking purposes.
