Supervisory Recreation Specialist - Sports Manager

Summary

Support the Military's Quality of Life programs! The Morale, Welfare, and Recreation (MWR) department of Commander, Navy Installations Command (CNIC) provides fitness, recreation, lodging and food and beverage programs for service members, their families, retired military and civilian employees. This position is assigned to the Non-Appropriated Fund (NAF) Fitness, Sports, and Deployed Support Branch; Fleet Readiness; Commander, Navy Installations command (CNIC); NBK Bangor.

Duties



  • Plans, develops, organizes, and administers comprehensive sports programs and related special events.

  • Evaluates programs which will meet participant interests and needs. Determines which events will be conducted and coordinates facilities, personnel, and supplies required.

  • Promotes, organizes, and administers a comprehensive program for East Sound bases.

  • Promotes, organizes, and administers extramural and intramural sports programs to coincide with scheduled higher-level tournaments for the same sport within established agency policy and objectives.


  • Coordinates use of athletic facilities and equipment for scheduled play or special events.

  • Prepares and disseminates publicity material on scheduled sports programs and special events through available printed media and discussions with command representatives.

  • Arranges and conducts clinics for all intramural sports. Develops guidelines, bylaws, and schedules for intramural league competition. Designs and maintains statistical records on teams and individual performance.

  • Determines winners and runners-up (team and individual), sportsmanship, and most valuable players where applicable. Procures trophies, plaques, medals and other awards. Prepares and submits required reports.


  • Supervises two full-time NF-2 staff member to coordinate events, facilities and equipment maintenance. Supervision includes performance appraisals, discipline, recognition, hire and training.


  • Coordinates championships in all sports from the intramural level to the Northern Pacific Intramural Sports Conference championship level. Arranges messing, berthing, transportation, and publicity for tournaments as required.

  • Designs and maintains statistical records on teams and individual performance. Determines winners and runners-up (team and individual), sportsmanship, and most valuable players where applicable.

  • Procures trophies, plaques, medals and other awards. Prepares and submits required reports.


  • Plans, develops, and organizes special events such as 5K and 1 OK fun runs, Biathlons, and other activities. Procures trophies, plaques, medals and other awards. Prepares and submits required reports.

  • Must meet Federal Employment suitability requirements and successful completion and maintenance of National Agency (NACI) background check

  • Must possess a valid driver’s license

Qualifications




  • Knowledge gained through education and training (i.e. Bachelor's Degree in Sports Administration, Recreation Management, or closely related field) and/or equivalent recreation related work experience

  • Professional certification from a sport's governing body

  • At least 3 years of experience in the industry.

  • Combination of experience related to customer service and/or activity based functions

  • Experience in preparing, monitoring, and executing an annual operating budget

  • Knowledge of the goals, principles, techniques and methods of procedures use in organizing, planning and conducting all types of activities

  • Ability to create, negotiate, implement and sustain partnerships via various MWR agreements

  • Program planning and leadership skills to devise and implement a leisure and social recreation program

  • Ability to communicate effectively both orally and in writing




Education




  • Must have experience scheduling league play, knowledge gained by prior experience working in a sports management field.

  • Knowledge and experience to effectively carry out continuing sports projects with proper application of principles and techniques of a recreation specific program.

  • Knowledge to plan, conduct and implement a variety of activities and services cater to participant interest and needs.

  • Ability to use and apply computer software and technology to enhance marketing, programming, personnel, and other applicable uses.

  • Must have skill, tact and resourcefulness to resolve disputes, sometimes physical by displaying patience, understanding and unbiased considerations during active sporting events, treating conflicts on its own merits by applying current approved rules and regulations.





Additional information


The work requires frequent physical exertion while instructing or guiding participants in a variety of activities. Work may require sitting, walking, long periods of standing, bending and lifting of moderately heavy items up to 50 pounds. Work may require working outside for special events or leading outdoor group outings or trips. Hours of work will vary as required by the needs of the program to include split days off, evenings, weekends and holidays.

The entire Sports and special events program is fairly well established. Many aspects of the program are recurring and follow a set pattern of procedures, steps, processes, and methods. The incumbent must make necessary changes to meet the needs of participants, however
the work is typical and conventional.
Work is not complicated by special environmental elements or other circumstances such as extreme limitations in resources and facilities.
Decisions and recommendations as to which programs and activities will be undertaken require assessments of particular interests and needs, of the availability of financial, physical, and human resources. Alternatives must be measured from data gathered and evaluated to insure choices will not affect the overall program.
Due to the seasonal nature of sports, the incumbent must be able to adapt to changing conditions. Fluctuations in the customer base also affects planning and implementation of programs.
While most sports and athletic formats are traditional, originality of delivery is desired to enhance participation. Incumbent must keep abreast of new developments in sports and fitness and introduce these programs.
