This CYP position consists of Child Development Centers (CDC), Family Child Care Homes (FCC), School Age Care (SAC), School Liaison Programs (SLP), Youth Programs (YP), and other programs for ages birth to 18 within the CNIC area of responsibility (AOR), which includes up to 10 Navy Regions worldwide.

Duties
Duties include but are not limited to:
- Serves as a primary policy analyst and technical authority for all CYP Programs. Develops enterprise - wide policy directives, operational frameworks, and associated material that govern program management and operations.
- Analyzes, evaluates, and advises CYP business lines (e.g. Business, Operations, Policy and Compliance) and Regional Program Managers on the strategic implications and operational feasibility of policy, resolving complex compliance issues affecting program delivery.
- Establishes and directs standardized policy review processes and timelines, maintaining the authoritative repository for all CYP manuals, instructions, and guidance.
- Acts as the Navy CYP subject matter expert and lead for Navy MCC Central. Manages and validates all posted content, ensuring information is current and authoritative, and directs site improvement to enhance utility for the field.
- Leads policy integration efforts to consolidate, simplify, and align policy across the CYP enterprise, eliminating redundancies and resolving conflicts.
- Coordinates with CYP business lines on policy development, official releases, and strategic communication and education for the CYP enterprise.
- Conducts program analysis for a wide variety of complex, interrelated, and often unprecedented issues. Develops innovative and effective solutions for critical challenges facing the enterprise.
- analyzes complex policy and compliance findings to identify systemic trends across the CYP enterprise, developing and recommending courses of action to ensure CYP policies are sustainable within evolving staffing and resource structures.
- Evaluates the content of new or modified legislation and DoW and DoN instructions relating to CYP to determine the broad policy impact within the CNIC AOR. Translates approved legislative changes and updated instructions into CNIC policy and instruction updates and collaborates on determinations of implementation strategies.
- Collaborates with the inspection team to establish and update inspection criteria, ensuring direct alignment with current policy and standards.
- Identifies data sources, retrieves information and prepares information papers, reports, surveys, and briefings as required.
- Prepares and delivers oral presentations to a variety of audiences.

- Some weekends, holidays, and evening work as a result of the variety of tasks and travel requirements are necessary.

- Must satisfactorily complete all background checks for child care positions, including fingerprint checks, a Tier 1 with Child Care check, Tier 3 if applicable, and a State Criminal History Repository (SCHR) check.
