The State of Connecticut, Department of Mental Health and Addiction Services (DMHAS) is currently seeking a qualified and experienced individual for the position of Behavioral Health Clinical Supervisor to join our team.  As a strategic leader within the organization, you will be responsible for the clinical and administrative operations of ongoing treatment programs, Community Support Program (CSP) and Clinical Service Unit (CSU).

The Role:

You will manage the day-to-day clinical operation of two ongoing treatment programs (Community Support Program (CSP) and Clinical Service Unit (CSU) that serve over 350 clients with chronic severe mental illness, substance use disorder, and complex medical problems. CSP, the highest level of care at FSD, is a DMHAS fidelity-based treatment and is subject to DMHAS fidelity review every three years.

You will work closely with our Agency Medical Director, Unit Supervisors, Team Leaders, Clinical Staff and Recovery Support Specialists to provide advanced clinical and administrative oversights surrounding comprehensive care over complex clientele scenarios and client risk profiles.

 

This position will oversee and ensure all clinical services are compliant with state and federal regulations, DMHAS and agency policies and procedures, and meet the Joint Commission Standards of Care.

 

Job duties include but are not limited to:

 

  • Provides administrative and clinical supervision to the supervisor of CSU and team leader of CSP and provides backup support for both programs as needed.
  • Reviews, monitors, and audits clinical records of programs, provides feedback and implements corrective plans as needed.
  • Monitors the quality of client care and ensures services delivered meet the Joint Commission Standards of Care, state and federal laws and regulations, DMHAS and SWCMHS policies, procedures, and guidelines.
  • Ensures CSP services provided meet DMHAS fidelity standards.
  • Prepares clinical staff for fidelity reviews, audits, and the Joint Commission survey.
  • Manages, monitors, and updates agency risk management and hospitalization list.
  • Facilitates weekly and monthly meetings with DMHAS contracted non-for-profit agencies for client care.
  • Collaborates with community providers, hospitals, internal and external entities.
  • Leads all treaters’ meetings and participates in Risk Committee review or case conferences as needed.
  • Monitors the implementation of Supportive Accountability Process and staff productivities reports.
  • Manages the implementation of DMHAS initiatives and evidence-based practices for FSD.
  • Leads the implementation of special clinical initiatives as assigned.
  • Participates in SWCMHS workgroups or committees if needed.
  • Responds to crisis or emergencies and provides support if needed.
  • Reports to the Site Director and provide coverage in the absence of the Site Director.

Southwest Connecticut Mental Health System (SWCMHS) is responsible for the oversight and management of contracts with private not-for-profit agencies and residential providers providing mental health services in the southwest region of the state.  With locations in Bridgeport and Stamford, SWCMHS provides inpatient, outpatient and assertive community treatment (ACT) services and community support services for adults with severe behavioral health disabilities; mental health services for people who are deaf or hearing impaired and a mobile crisis intervention team. SWCMHS also provides outreach to people who are homeless and mentally ill. Special agency programs include Shelter Plus Care, a housing program for people who are homeless and who have a history of substance abuse or mental illness or who have AIDS.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Four (4) years of professional experience in behavioral health care and a Master’s degree in a clinical discipline, public health administration, health care administration or hospital administration.

 

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been supervising professional staff.

 

NOTE: For state employees this experience is interpreted at the level of a Behavioral Health Unit Supervisor, Developmental Services Supervisor of Case Management, Nurse Supervisor or Supervising Clinician.

 

SPECIAL REQUIREMENTS

Department of Mental Health and Addiction Services: Incumbents in this class must maintain the appropriate current license for clinical social work, marital and family therapist, professional counselor, registered nurse, psychologist or alcohol and drug counselor.
